As shown circled in red on the photo above, epaulets are a strap of material located on the top of the shoulder area, common on military uniforms (jackets and shirts) and of course driving suits. These European style epaulets are "T" shaped with the bottom of the "T" ending near the collar and the top of the "T" running front to back out near the tip of the shoulder.
